Well, a stakeholder is just someone who has an interest or concern in something. Like shareholders in a business, citizens in their government, or the people served by a nonprofit just to name a few. Inclusion is about, well, including everyone. Especially groups that have previously been excluded. Or, you could say including all the relevant stakeholders. It's a term that goes all the way back to the 15th century. A "public-private partnership" is just government working with non government organizations. Happens all the time. An example would be the Gathering Place park in my city, Tulsa. The park proper was funded by private donations, but the city handled the infrastructure upgrades and the cost of the new pedestrian bridge across the river. We also have public-private partnerships for managing city owned museums and the zoo. The city provides the funding, non-profit organizations run them. I'd encourage you to just do a web search on terms that make you uncomfortable and find out what they really mean, where they come from, and why people use them.

@Kris Ryan Stallard Public-private partnership is not good because it puts the unelected private entity at the same level as the government. A less Orwellian word would be contractor. Inclusion is a sneaky word to make marginalized people feel like they're getting something out of the deal. Stakeholder gets an immediate disqualification because it's one of Bond villain Klaus Schwab's favorite words. That's just how I feel about it. Have a good day!
