those cheaper bulbs are actually old style preheat compact fluorescent lamps with internal magnetic ballast and integrated internal bimetallic starter glow bottle. The fact is that the tube itself is low CRI fluorescent tube because it uses standard halophosphate coating instead of triphosphor made from three different color phosphor blend. The cri of halophosphate coating is only up to 60 percent, maybe 70 if you use 765 daylight color. In this bathroom the color is so bad because the CFLs used are 33-640 halophosphate cool white color with CRI if 62% and that light makes you look like a dead man. There are even more horrific CRI lamps, such as 29-530 witch is old style warm white with CRI of only 50! CRI is color rendering index and the lower it is the more horrible the light is. The HPS lamps used in street lighting, the ones that are horrible and yellow-orange have the CRI of 10 so they make your face look like fish scales.
