so the red colour means its a type 1 de-icing fluid, (can be used for anti icing as well, but that's usually only done with type 2 and type 4 because of better hold over times), the de-icing platforms are usually pretty close to the runway, hence his taxi, possible reason was cold soaked wings because of humid air and cold fuel in tanks, usually there will be tankering fuel uplifted from the departure airport (for Kuwait airways this is Kuwait) because the fuel is a lot cheaper there and it can be beneficiary to take some extra fuel for the return journey. Because the cold temperature at cruising level this fuel will cool down to below 0 degrees celsius and when you land you might get hoar frost or condensation from the air on your wings. Because according to every airlines operations manual you need to leave with clean wings he had to de-ice. this can happen well above 10 degrees celsius.

According to KAC the airplane was delayed and was de-iced twice, there was a light rain and temperatures went below 10C so the pilot requested de-icing again.
Possible Cold fuel although i do not know why the tail was sprayed cold fuel is when the plane comes in with a large amount of fuel still on board and the fuel being cold causes the wings to ice up so need deicing now and then. When i worked at heathrow Saudi used to request deicing when the temperature is not freezing. They may of decided it did not need doing then while taxiing to the runway realised they did.
