It is open to the public and it has council double yellow lines and council lamp posts and we have established its a "request" and they assume they have to be answered. High Court precedents have concluded if it has a reception and the public can access it then its public. Have those legs had a couple of coats of white emulsion. Look back at the footage and the double yellow lines extend from the main road (public) straight onto the site continously, along the spur which connects to the main road (public again) and put it to a judge and the conclusion would be public.
