If you're 100% sure the girl in question is a freelancer (maybe because she signed you etc) then of course you can directly ask how much for either short or long term. If you're a bit unsure (because not every girl standing on Sukhumvit is a freelancer) you might start with a greeting (sawasdee-khrap) or some harmless smalltalk (like "Have you eaten?" Kin k̄ĥāw yạng). If then she gives you positive signals you can continue with the deal. Haggling is possible, but don't overdo it (it will definitely lower the quality of the service) You can ask about specific services, but expect to use lots of gestures to make your point come across. Most girls offer a GFE, so don't expect too much out of the ordinary. The earliest time for the payment would be if she enters the room, but after the service is more common. You definitely don't pay down on the street.
