No quite. I think that Bernard was unimpressed by the joke, but comparing civil servants with elected Cllrs would be a bit like comparing apples with oranges.

Paul Eddington's facial expressions were genius. It got so that the writers would just note in a script those lines that Paul could convey with expressions instead if he wanted to.

This really is one of the great scenes from the series. It explains so much. The moment the cash tin is threatened every moral or virtue goes out the window. It really was a wonderful show.
