Isn't there some system in place where you tell the govt. in advance how much your intending to get out, and pay them a fixed sum for that? so if you go under, you payed too much; and if you go higher you have to pay additionally, like a fine or something? I really have no idea so don't flip out if it's totally wrong, but I thought thats the reason why everyone is giving so much importance to their target and stops prospecting/mining as soon as the target is reached. At least thats how commercial fishing works in some parts of the world, so I just assumed there would be something similar here.
