Specifically the gba version

only 5 levels were released on physical cards. However, the cartridge itself actually has the e-reader levels built into it. There are 14 levels in the Japanese version, and 13 levels in the American version.

@@fridaynightfunkinfan5627 Even though there are more levels pre-loaded onto the cartridge, only 12 levels at a time could be saved onto the Course List menu. They just didn't make that menu large enough to store more levels at a time. Presumably, had more level cards existed, you would have had to delete levels from cartridge memory once you're done with them to make room for new levels. It's similar to Super Mario Advance 4 - that game had more e-reader levels made for it than the cartridge could store. So even if you could aquire all the cards, you couldn't save all the levels at once. Nintendo had to modify the ROM for the Wii U Virtual Console re-release, which is also on Switch Online now.
