I guarantee without a doubt I could shoot under par there in a full day with unlimited mulligans. I am an 8HC now as I am a bit older and do not play as much but I still hit it far enough. My issue is consistency due to lack of play. I still hit a lot of good shots I just hit many more bad ones than I did before. I also am stupid and have terrible course management it is hard for me to not go for everything haha, so I feel like with a full day and unlimited mulligans it is a lock I shoot under par. I think if your playing the same tees the issue for us regular folk would be distance so I feel like if you have some power it would be easily doable.

Did they re-instate the 10 stroke off the lead cut rule? It wasn’t in place last year

Portnoy shot under par at Pebble with unlimited mulligans. I think he did it in like 6 hours and he's a pretty high handicap.
