IMO this was the best fight scene in Reloaded. There's no CGI, just exceptional choreography, martial arts and some wire work. It's not trying to be the "ultimate battle." It's just an awesome sequence showing Neo's ascended to an even higher level, set to a perfect soundtrack. I'm not a big fan of anything the Wachowskis have done after the first Matrix films, and I have issues with a lot of the decisions they made in Reloaded and Revolutions, but I do appreciate how they see the ugly beauty in urban environments like this one, and how they make use of them.
