I'm guessing the artist knew about Lapis, but assumed it used the same base texture as Gold/Diamond/Iron/Coal/Redstone. Actually, from what I can gather, at the time it was added, Lapis was the only ore that did not use that base texture, until Emeralds were added, which also used a unique base texture. So it seems like an easy mistake for someone who knows the game, but isn't intimately familiar with it.

The ores actually only changed in 1.14 slightly, then majorly in 1.17. I find it suspicious we have the lapmonds (ing ore) and previously we had bluestone in the 1.14 update trailer. So maybe it's just bluestone.

I think some people who thought that's what old Lapis looked like are remembering it from GregTech, because in GregTech the Lapis ore does look like that since they use a generalised system for minerals

Remember when they released that Village and Pillage trailer and up until when the player finishes a Raid, one villager in the background celebrates by throwing out "Bluestone"?

For renders like these (or promotional animated videos) Mojang uses a custom texturepack for some reason, this is lapis in that texturepack i would asume.
