You can say anything enjoyable is addictive, I think there is a chemical dependency issue. There is a toxicity and you can say that is a reason for them to be illegal. But intoxicants have been part of civilization for as long as it has existed. What should and should not be allowed is a complex debate that is far more enjoyable while smoking a bifda. The expense of drugs can cause problems, not sure making them more difficult to get solves that problem.

Speed is not a name for phet in the US it is a name for a different drug and I think the only reason phet is known as speed in the UK is that people in the UK don't know what that is and assumed it was phet.

I asked a police officer once what is the legal definition of misuse? If someone is arrested under the misuse of drugs act, then what is the definition of misuse and how and why is the arrested person considered to be misusing it? If it were called the possession of drugs act, id underatand. Either way, i have to respectfully disagreee with attempt to cotrol drugs, or have a war on drugs, is futile due to simple supply and demand. Author and public intellectual Christopher Hitchens, who said in favour of decriminalisation of drugs being long overdue: "if somebody wants to put a substance into their system, which is their right and its none of the Governments business, that doesnt threaten me at all. What does is the people who will shoot at each other to sell him that drug."
