Is BM-21 capable of stunning enemy units?

Yeah, but practically it is a lot less efficient. For USSR you are better off using the Burratino or Uragan. For Eastern Block you are better off using the HE RM-70. For Red Dragons you are better off using the BM-24. For Baltic you are better off using the Uragan. It is among the worse HE MLRS.
