If small clubs do things right, they have full rights to come on top and become a top club. That's exactly what sheikh mansour did. City didn't spend a lot of money in the beginning, cuz there revenues was too low and according to the FFP a club can't spend more money than the revenue that they generate. So, sheikh mansour first did all things right within a limited budget and slowly came on top and as their revenue increased, he started to spent more. It's not like he bought the club and started spoiling money here and there. When he first came in, he was on a very limited budget and he basically built the club from scratch. There is nothing wrong when a small club's incomptent owner gets replaced by a compatent owner who slowly put the club on top.
