The presence of both a red and white stake marker indicates that a ball in the water is played as a red stake hazard and a ball out of the water, but behind the fence is OB and should be played as a white stake hazard. He should have had to rehit from the previous spot

Seeing as the ball crossed the red stakes early he should have technically dropped further back a club length from where the ball crossed.
