I think some side quests are part of the original timeline lore of explaining how certain events took place, like Shujinko helping Blaze remember his mission which then leads to Armageddon. But Shujinko breaking in people's houses and stealing all their money seems more like MK dark humor to me and player freedom which is part of what made Deception Konquest so great and memorable.
