To be fair, all the other Kaioshin were killed by Buu leaving Shin uneducated and the necessity to learn things by himself. Of course you could argue he had Kibito but I would lean out of the window and say he isn‘t accustomed to teach the ways of the Kaioshin. That being said, he did a great decision by deciding to let his universe evolve without any interference on his side since who knows how the consequences would look like if he didn‘t. Additionally, it appeared he prepared for the arrival of Buu, a being which killed all of the other Kaioshins, and firmly faced him knowing that. He isn‘t strong in that regard that he might beat any powerful foes as you could already see but he is not a bad character for that, I actually think that makes him kind of better.

It’s canon with stunning Gohan while the ultimate remember Dragonball z Gohan have bad memories with this stun
