This sort of logic actually first showed up in Lenny Bruce's comedy bit 'Are There Any Ni**ers Here Tonight?' (in the 1960's) wherein he argued that people should stop being offended by such language as that reaction is what gives the word its power while simultaneously arguing that those subject to being on the receiving end of such language should use it to the point of making the bigot themselves tired of hearing it spoken aloud... At which the word becomes largely irrelevant and instead people focus on the perceived intent of the speaker....
If this was real Blacks would subscribe for payments but not carry around designated recipients signs, so you wouldn't know who they were. You'd unsubscribe pretty fast. Plus, even if there was a way to identify designated recipients you'd also have a problem with people selling fake N-word passes if it is just an ID in a lanyard.
