2 weeks is the absolute minimum for asylum decisions, and over the last few years, it often takes much longer. The type of service (by mail or in person), has nothing to do with the outcome (approve, refer, deny). They can issue either type of decision by either service type.

The court sends the paper based on organizations available in your area, however the reality is that most pro bono orgs have long waits due to great need. You can find an attorney on your own though, and do not have to use the list provided by the court.
