The context is in the present, not the past; thus "new." The word "civil" is used as in the Oxford Dictionary: "relating to ordinary citizens and their concerns, as distinct from military matters." One has to understand contemporary society to comprehend the conversation.

And the context in this age is Totalitarian Giverment involved in ALL aspects of people’s but needing to “print up” an extra trillion or two faux dollars every year to sustain that level of involvement... There is no such thing as “democrat” vs “republican” in a breakdown of society that would lead to a civil war... this is where people who think they “government” is the Be All and End All are Historically Ignorant. Unlike the previous Civil War over the Economics of Slavery (where the Democrat Party was the political party of preserving slavery and the Republican was formed - out of the ineffectual Wing party - to prevent the spread of slavery in new States being carved out of the continent) the divide in society today is solely based on the ideology of Socialism ie the conversion of a “federal” government - constitute - of “limited and enumerated powers” into a single party Totalitarian Government with absolute power and no “unalienable” rights... and we are already there... there is no - opposition - party to the Soviet Democrat Party which controls the government bureaucracy, the indoctrination system (“education”) the media and, with this past election, all large corporations have bought into the idea that it is much cheaper to bribe ONE party than two... as the “republican” has proved itself as little more than a rubber stamp for the Soviet Ruling Party and (for better or worse) President Trump exposed that there are no real “parties” - that that was Kabuki Theatre 🎭 to keep the masses enthralled - there are ONLY those to make their living off Giverment’s Largess and those who end up paying for it (people getting government checks don’t even pay any “taxes” - even their “taxes” let alone life long pension and health care - are paid for by the people who have non-government funded jobs and who have no such “entitlements” other than the vague promise of Socialist Security and Medifraud which are both already bankrupt Ponzi Schemes) sooo... Talking about Civil War outside of that scenario is as Idiotic as talking about the Civil War in the mid 19th as if the Confederate States did not rely on slavery ie cheap enforced labor for their agrarian society, while the Union States no longer needed slaves working on plantations (because they had slightly better of wage slaves working in factories) THAT could be GEOGRAPHICALLY separated... making a war of standing armies possible... the Union States, being on the Industrialized side of History were lucky enough to inherit the Tax base that supported and Army and Navy. Nothing like this - geographic segregation - exists for the Socialization of the United State... the “REDest” State have “BLUE” urban “plantations” where people are living off Giverment Largess... and the “BLUEest” States can only maintain Giverment by taxing the hell out of their suburbs... and both rely on the Party to keep digitizing dollars out of the thin surface over the swamp. Trillions upon trillions upon trillions of - counterfeit - currency not in any way associated with “goods and services” that make a currency viable... and that will - as in ALL Socialist movements that consolidated all power into one central government run by one party of “elites” - collapse. The asinine idea that war would break out to - pre-empt the break down of society into Government and its SLAVES (already owing $200,000 on the mere $30 trillions in operational DEBT not to mention the over $200 trillions in Giverment liabilities ie every government promise to pay people not to work) forgets the fact that 1.) any such war would have to digitize dollars to pay for soldiers that would bring down the Intl Credit System because 2.) such a war would acknowledge that the only cassus beli would be to KEEP PEOPLE ENSLAVED to pay the Government’s Debt! What would be the prospect of keeping the defeated side - paying $200,000 - after they had lost everything. That’s as fallacious as Socialism itself. The far more like it scenario is that there will be some trigger event (like the mortgage meltdown in 2008 where the government said it would not prop up the banking industry after the the Fed assured them all toxic mortgages would be covered by the taxpayer... and, eventually, that is what happened) BUT this time the Fed would announce another “emergency” printing of dollars - as it has been doing for over a decade - and the Intl Credit markets will say “Na, Americans will never be able to pay down that debt - they can’t even pay the interest on the debt they’ve accumulated - we’re not backing anymore goods or services based on worthlesss dollars... the next day, millions upon millions of people will see that the money in their bank accounts has been confiscated and they will be told to apply to the FDIC for reimbursement... and even if they are able to get a check... they won’t be able to get it cashed and even cash dollars won’t be able to buy food... THEN “let slip the dogs of war” and - like ALL wars - the outcome will be... UNKNOWABLE.
