They later learned that he was telling the truth and were horrified by it. He was not institutionalised because the juries believed that he was not an ordinary lunatic by showing high level of intelligence (avoiding the investigators)

Also, the reason why the feed cuts out when the Falcon 9 booster is landing is because the video is transmitted via satellite dish, and the vibrations from the landing are so violent that it knocks the antenna out of alignment for a few seconds as it is touching down, after which the vibrations stop, the dish re-centers, and the feed resumes.
