Chicot does scale, it scales exactly as fast as the equivalent amount of score loss per boss blind penalty scales with your build (which can be an arbitrarily large number pretty much), which is bad in endless but still pretty legendary imo. I think as the most basic legendary it fits perfectly.

A good change would be just to make all legendary jokers inherently negative jokers. Most of them are pretty terrible and don’t synergize that well mid-game, but do still provide massive benefits that should be given based on the rarity of them.

NL, don't blame RNG when you are running Full House build and just went down -1 hand size. Also, the entertainment value of these runs is consistently awesome. I just can't stop watching these. I might have a problem tbh.

Chicot is definitely among the weakest of the legendary jokers (Yorick is worse in my experience, it’s basically blank) but there’s some serious utility in its effect. I’d almost suggest that it gives +1 joker slot baseline, but that feels way too strong.
