That’s a hard one. I think Halo 4, was actually a good start, in my opinion. Where they went after though, I think was wrong. I think they could have taken Chief to Snaghelios. Have him help Arbiter with the Swords of Sanghelios, and truly build his relationship with Thel ‘Vedam, and show how close they actually were after Halo 3. This would be a great way for Chief to learn to accept the loss of Cortana, rather than simply replacing her. I don’t mind the Weapon, it’s actually a good idea, but I also feel it is slightly lousy of a solution.

My favorite Arbiter will alays be Ripa Moramee, he was such a bad*ss it was insane. he was massive and duel wielded custom giant energy swords. His death was a crime, he got the general grievous nerf. Otherwise, Ripa Moramee would have crushed forge in 2 seconds frankly it was unbeleivable.

I feel like the arbiter, and other elites would like Japan, and especially as history. Due to the fact in our universe, the writers made the elites similar to Japanese soldiers.
