I think the biggest thing was arrogance on the side of the Qing. To them, they'd conquered the known world. Everyone else were barbarians centuries behind. So, to them, they weren't actually very far behind. Yes, they'd been slow to modernize their military, but they were still at the front. There's no need to worry.
