The translucent tape wrapped around the mic in the video is called 'Joes Sticky Stuff' (joesstickystuff.com/) - its a common solution for wrapping a sticky layer around a mic to help separate the mic from rubbing against fabric whilst also sticking to it. Radio Mics are tricky and take years of practice, and even then there are never any guarantees that a rig will sound good.

Snot tape, It basically sticks the capsule to the clothing so its not rubbing and keeps it in place. It also gives you a bit of space between the material and capsule so any sway in the fabric making contact directly with the capsule can be reduced. Your best bet with cable noise is that loop technique. If that doesn't sole your issue its bad lav placement, or wardrobe rubbing. For lav placement I try to keep the capsule as exposed to air as possible (and in the middle of chest, between pecs), If its under a layer it has to be thin/transparent and in a air pocket. No air pocket? Snot tape can stick two layers of fabric together just around the capsule (be careful) and can significantly reduce noise. Fur is also a hack, just put on some fur and if there's still noise its bad placement. Wardrobe rubbing can be a B. Leather and louder fabrics can only be fixed by working together with wardrobe. Usually snot or some double sided tape (wardrobe has em) put into strategical positions to reduce a majority of that friction. A good rule to follow is if you can easily hear the clothing rustle through your ears, your lavs and booms (possibly) are going to be F'ed. In some circumstances you can do a hat or hair mic and avoid most of the wardrobe together. I did a winter show and was stumped with their jackets. Until I threw it in the scarves for the rest of the show (labor intensive but lavs were then above most of the jacket noise) and it ended up sounding great. Sometimes the worlds against you, but you can almost always do better.
