This talk explores why the American order cannot survive, why we are transitioning to a post-Western world, and why it is not only premature to talk of Pax Sinica but wrong because it will be so different from Pax Americana and Pax Britannica. Finally, it explores why China needs to rethink the way it presents itself and deals with the West. Too often its messaging falls on deaf ears.

Just ask the Iraqis, Iranians, blacks, native Indians of the Americas, Vietnamese, Peruvians, Columbians, black Africans, Thais, Central Asians. What do these people think about the West. Be careful how you treat people on the way up, because you will meet them on the way down.

The developing world has seen how the Chinese standard of living has risen and benefitted everyone while being a stable country trading and they want the same for themselves. The developing world has only been suppressed while being promised the opposite by the western world but mainly the US.

UK Anglo Saxons have never invaded Thailand. France invaded Vietnam and Laos. The UK invaded and occupied Myanmar(Burma.) But I lived 4 years in Thailand, in Chiangmai, and I liked it. Lots of Chinese in North Thailand. I have no problem with China..

Not too tolerant of the racist degenerate nature of some of our people but unfortunately I live in North America and in the years past our ancestors have been a depraved uncivilized race of people who appeared to have not lived up to the level of morality we promote today but I think we have begun to act more evolved and we do claim to respect the human rights of others. Our performance to date is not up to the level we aspire to achieve but I think we are trying overcome our prejudices of past years of error......

Martin is right. China needs to learn how to communicate with the west effectively. Unfortunately, China faces an uphill battle with the west public opinion driven by ideology and influenced by biased media. Here is the thing, the US politicians are mostly lawyers, and lawyers are good at making arguments. Chinese officials are mostly engineers, and engineers are good at solving problems. As a result, the west politicians talk the talk and get elected, and get nothing done. Chinese officials walk the walk, solve problems, and improve people's life. That may be why the west is in decline and China is rising. Anyway, in the short run, the west narrative about China can produce a huge negative perception of China. In the long run, China will prevail by making its case based on what it has achieved.

Keep note, that engineers produce engineered societies. When all you have is a hammer, everything looks like a nail. And the people should not be treated like nails to be hammered into place when they speak against the Party's line. That's where a lawyer's may have some use in securing the people's rights. Also consider that they may be building bridges that lead to nowhere. The high speed trains are undoubtedly impressive, but 10 years later most of the lines have limited occupancy and were an overspent drain on China's resources for low return. Focusing too much on narrow achievements at Phyrric financial costs is the blind spot of an engineer at the helm, instead of a business leader and a fervent capitalist. Of course there are many benefits to engineer-minded leaders, and the USA falls short in so many domains, but you need to see both societies with open eyes. Sun Tzu says that if you know yourself, and your enemies, you will win 1000 battles. Both the Sino philes and Sino phobes fail make fair comparisons, and will be judged accordingly by history.

@@Andy-P I can understand the viewpoint. However, it is a western text book narrative and is not totally true. The Western hegemony of narratives on China is actually a more subtle form of propaganda. Just recently, I heard a LBC radio interview in which a MP was literally bullied into saying that Xinjiang "genocide" exists. Not stating this is politically incorrect now if you want to be an acceptable MP. People also have to say these things in order to pass congressional or senators` hearing in order to be appointed as a new US Minister. Same as in China, control of political narratives does exist here in the West albeit in a more subtle way.

Martin you have to understand the Chinese is coming out of a century of humiliation, traumas of such a kind needs time to heal. The cathartic process may stifle and cause emotional woodenness in its early stage so the West need wisdom to understand and not continue to judge ...in understanding and in tolerance, the West may find that China is not that much of a threat but rather a lifeline in the present challenges that they face.

They act as if this period in history did not happen. Had these imperialist countries ever apologised for their humiliation n treatment during this period? Did Britain return Hong-Kong to China when China's CPC won d civil War(for making China sign an unequal treaty). Did d western looters make any attempt to return the historical artefacts which they looted from China? The Chinese officials groomed in the Chinese political environment will never have the communications skills to appeal to the western audiences, however, I did see more and more westerners working for the Chinese institutions as well as western educated Chinese that have both a good command of the languages and deep understanding of the culture differences, that can bridge the gap. Same goes for many youtubers that provide a lens into the ordinary people's life that will help the understanding, unfortunately, the number of views are so small, perhaps due to the restrictions placed by MSM!

Maybe we're watching different things. I regularly watch Chinese media available and it is filled with lovely programs and discusions presented in articulate thoughtfull and engaging style. I also find the so called wolf-warrior diplomacy of its leading diplomats that dismay so many commentators to be most appropriate effective and impressive. Particularly for those who share the history of subjugation and marginalization, which happens to be most people on the planet it is an empowering inspiration. No matter what China does or says the hatred is being stoked by the most sophisticated ubiquitous propaganda machinary in history and it builds on deep rooted white supremacy assumptions that is foundational for all westerners, even the most progressive.

All the animosity and aggression that are being hurled at China have nothing to do with a lack of understanding China or the fact that China has purportedly not been transparent enough. The attitude and policy of the West can be distilled into just one word: RACISM! The West's intense dislike, aggression and fear towards China is stemmed purely from the fear of losing their White Supremacy status to a race with an alien culture that they have despised and trodden on over the last few centuries. The White ego just can't accept that China will soon be the dominant country in the world.

I'd like to hear Martin talk more about Western perception of China being closed, because I feel like there might be a cultural gap here aside from China's clumsy attempts at communication. For my part, I can't see how China has been reclusive at all. All the data is there. All the reports are published and accepted by all relevant international bodies. All the information is reported on by relevant medias, albeit often clumsily and dryly. So where is the closedness that Professor Jacques is talking about? Does Jacques mean for China to spin narratives and recast its work in progress and failures in a more positive light? Because if that's what he means, that isn't even how Chinese think about themselves, and I'm not sure learning such a powerful mental and rhetorical tool will be good for China in the long term. I mean, what good has it done for the West other than help social elites control their "inferiors"? Leaning on younger generations is a good suggestion though, because they are much better at communicating facts from a personal, human perspective. I'm just not sure how far Chinese should go to make themselves understandable the world when people around the world can also make an effort to understand the Chinese.

I much agree. The West is going downhill and China doesn’t have to follow it into the ditch. But it does need to skillfully promote its own image of very successful social democracy to counter foreign negative forces. And China is very capable of doing so as I see more and more every week.

Thank you for your kind thoughts and kind words. One thing I agree with Dr Martin is that China perhaps needs to decide and rationalize whether to talk to the general public in the West or just the elites. I believe up to this point the intended audience has been the elites. Frankly I don't know if it's worthwhile to talk to the public in the West. Occasionally the civilization level doesn't seem to be equal or compatible... Just a thought.

It's more about to acknowledge what it is really about. All the countries have agency and department studying foreign policy, analyzing and strategizing to be "relevant" They know what it is going on and the way they are doing is to counter counter and counter!

Sorry to say that Mr. Jacques doesn't understand Chinese ethic about the necessity of explaining one's behavior to others. In China the two most distinct - while most evasive - categories about people - also applicable to state - on moral standard is: "君子The superior man" and "小人 The mean". It is so evasive that Chinese have no complete language to give its concept thoroughly. But Chinese treat it by built up - from their infant through - a emotional understanding or a kind of intuitively practice to judge the actions as a 君子 or a 小人. If western want to understand Chinese really, the moral standard is the most essential one. Unfortunately, all the western Chinese experts have missed it.

Having lived in China for 23 years as an expatriate, I think economy wise China is quite open. Cultural and language wise it’s a big barrier for the West. But, I think the biggest problem for China is the lack of soft power. A few months ago Xi JinPing said:”we need media influence to match our the scale of our economy”. That means there will be more allocation for media outlets. But I highly doubt the Chinese have the talent to convince others. So far I have only seen one man which can talk with a mindset of Western people. That’s Eric Li. Because he has lived in the USA for a long time.

Actually China is seen as "secretive" by the Western public is more because of the deliberate efforts of biased capitalist-controlled Western, particularly English media, rather than because it is in fact "secretive". But I agree with Martin on that the price of influence is openness and transparency to a degree.

Martin Jacques please elaborate on the meaning of the phrase "the West". - Does it refer to the hegemony of the United States (empire if you want to call it that)? Or does it mean a coalition of European nations and their derivatives the USA, Canada, Australia and New Zealand, each conceived of as being sovereign and thus free to choose their own foreign policy? And does that Europe include the whole of the continent or just its western part (viewed through a geopolitical rather than a purely geographical lens)? - Such a multitude of countries referred to by one term seems imprecise to say the least.

What does a country do when it loses its capability to negotiate and compromise outcomes in the best interests of its citizens (seeing its own "perceived" democracy deteriorating in front of them), and impotence with countries around the world? It pulls back and resorts to military empowerment as a misconceived means of showing power and dominance. This is exactly what the US is doing to counter its "lost diplomacy" and inability to collaborate with other countries to evolve solutions for global issues such as climate and inequity. It's fear that it is losing the fight to maintain "American Exceptionalism". It's Xenophobic fear and misunderstandings of China, an ever-aggressive Russia, and growing irrelevance by other countries. This is exactly what happened when the US House of Representatives recently voted to approved "by an overwhelming margin, to pass a bill to spend $778 billion on defense next year, $25 billion more than what President Joe Biden had requested. The Senate is expected to second the motion within days." "The sum-a five (5%) percent increase over last year’s defense bill-amounts to the nation’s largest military-spending bill since World War II, even adjusting for inflation" ...influenced by its hostilities toward China (misplaced model of competition), Russia and growing frustration by developing countries that the US has given "lip service" over the last 30+ years, while China offers concrete opportunities to improve their economics and the quality of life for its citizens. Do we see an "unrecognized" equivalency and ignorance by US policymakers and politicians that history might be repeating itself when Western countries were impervious to Germany's military buildup under Adolf Hitler prior to WWII? Is the US setting the stage for military conflict as it only recourse to try and stay on top? Sadly time will tell. There are a score or more of people who have emigrated from English-speaking countries to live in various parts of China and who regularly post their video productions on RU-vid. These videos do an excellent job showing the reality of life in China, thereby dispelling a lot of the ignorant prejudice created by western governments and media.

Like to kiss in public or strip naked is taboo but recently now,adopted by Chinese.so understanding each other's cultures needs to be worked at? Do you prefer a friend who respect you truly and enjoy things with you, or who take advantages and bully you all the time ? China had changed upside down, from poorest and outraced to self sufficient ; had tried to please others in vain.now they do not care anymore, just focus on their own path. You cannot wake the one who pretended sleeping, why not leave him alone. A few countries freezed China inside the 40s frame, jumped into some ill paintd pictures, is this good for the world ? China and India are 2 most populated countries, and sure they have more important issues other than to please everyone.

No critique of China is more relevant than the learned and well-researched historian and humanitarian Martin Jaques. I would only add that the west must offer a gift to China in sending their best engineers and scientists and environmentalists to help China conquer and tame at least one of her 3 deserts so that Chinese people can live there and alleviate its need for new land. The west of China is a no-mans-land, but it need not be. It could be terraformed and transformed into an oasis where agriculture and cities can thrive.

I don't know anything about terra-forming, but what the west could be doing by saying to China they would send their experts is to balance the heated rhetoric. 94% of Chinese live in the east of their country. There are 3 major deserts in the west that are inhospitable. If the world's experts came together and cracked this problem, China could send hundreds of millions of people west and we would know more about terra-forming planets like Mars. All we know is that things are going to explode very soon when countries like China need food.

IMHO, you have bought into the anti-China narrative that the Chinese people has territorial ambition in expanding into other countries land. Hence, you think that is why the West could help to " alleviate its need for new land". please read up on Chinese history because to understand what, where and why she is today, and will be heading in the future, one really must understand her historical journey. China has always been inward looking. The Western narrative that China is expansionist because she wants to unify Taiwan today is wrong. The Chinese view is Taiwan is a part of China whose majority of the 23 mil population wants to secede from the country, and aided by a foreign power to do so. As no country would tolerate that, likewise China. As for the SCS region, both Taiwan and China administrators have individually concurred on their having possessed those islands that are inhabitable, and those inhabitable islands were fishing grounds of generations of Chinese fishermen. But now, China has unofficially agreed to work out a common heritage of the fishing grounds with neighboring countries, albeit not those habitable islands, like the one that Taiwan is occupying , ie. Taiping island which has a reservoir and a about a hundred residents.

The US is losing ground big time. It doesn’t think it has much choice in the race than to trip other runners. I also don’t think that China is that closed a society at all. But it is orderly and safety-conscious , like people in Japan and Korea. The closed image is now getting very long in the tooth, and also has been closely cultivated by the US to demonize it. But how can you change that when most Americans don’t travel abroad, and they don’t follow world news? They don’t bother to learn the name of foreign countries until they have troops on the ground…

I agree with you that China needs a "different tone" to speak to its audiences, and be more open to others. China cannot be too sensitive and suspicious of others, instead it should be mindful of its EQ, be self critical and yet street-wise. It should get good counsel from diverse groups both from domestic and international.

What about China's repeated failure to becoming the dominant chip player it's because China has been frozen out of the far superior technology of the West and Taiwan. Now we are witnessing the collapse of the Chinese property sector that makes up 30% of the Chinese economy. China is now suffering power cuts because of the self inflicted ban on the import of Australian coal . More and more western south Korean and Japanese companies are moving out of China and relocating to less authoritarian regimes namely India . China can only look to Taiwan for hegemony in chip manufacturing the next dominant industry of the 21st century. The only way that China can get their hands on semiconductor technology is by invasion. The only honest thing you said was China is seen by the West authoritarian and secretive as was clearly seen with the cover up of the Covid virus , Australia called for an investigation to the origins of the virus and China's response was to cancel the import of coal and other measures to inflict economic pain on Australia. Well that went well with China now suffering a self inflicted energy crisis and power cuts on a huge scale . It reminds me of the old saying power corrupts and in China's case absolute power corrupts absolutely.

China is VERY weak in soft power, but you can't blame China because it's had so little time to accomplish so much, and soft power is one of the places where it has neglected. Just look at Japan for example, it was the loser of WW2, the slave and servant of U5. How did it gain the interest of it's bombers? Comics, animation, Jpop, and the attitude of perfection in every piece of their product from crafts to cars, electronics to fashion.

Too superficial of a view, presenting well-known threats and tendencies. China being an hierarchical, arguably autocrat oriented political government, also has a government led economy. More of a central command politics and economy. USA is still the land of democratic, independent thinking; though, this has lots of cultural problems. Recall that the richer, more organized, more numerous central-command Persians lost against the poor, more democratic Greek coalition. It's simply unclear that China will win, because its central command politics and economy is residual ideology of the emperor, filial-piety model. USA has tons of problems, and China does too. I'm placing my bets on distributive power sources, checks and balances, and democratic independent thinking Western ideologies. FYI, I'm a Taiwanese who immigrated to USA, and lived here since age 8.

Study Western European history from the Middle Ages through to modern times. Even before that, the Greeks and Roman Empires were full of militarism that was transmitted to the Western civilization. Slavery, colonialism, neo-colonialism, genocides across the globe, point to a deep spiritual disease. Politically speaking, it is predominantly about bloodthirsty warlords and states striving for empire and hegemony against one another. The West is steeped in self-aggrandizing arrogance, militaristic barbarism, and ignorance of alternatives, and will not accept that it has any serious flaws or is built on a pack of lies. The number of wars in Western Europe outstrip all of the rest of humanity by far. Most wars in the rest of humanity come about as a result of these Western Europeans coming into contact with others. How can they grasp the more peaceful mind-set of the greater majority of humanity? How can the greater majority of humanity tolerate the aggressive and arrogant West? I hope the Western bloodthirsty striving for empire and hegemony does not rub off on other nations, yet the West seems determined to teach the greater majority of humanity that this is what proper behaviour is. Humanity has no future if the West is leading it. The West is indeed Gog and Magog or Ya’juj wa Ma’juj. Ya’juj wa Ma’juj in Arabic is a harsh word and evokes such horror and fear to the core. No people in the world left their geographical region and spread across the globe at the point of the sword and devastated societies like the Western civilization i.e. the core nations of the Roman Empire. What is Full Spectrum Dominance? What is Rules Based Order as dictated by America and its allies? Any person who cannot decipher this is both spiritually and intellectually challenged and incapable to deliver or is intellectually dishonest for which the alert will read it on their faces and dismiss them outrightly.
