There were checks written for less than $1000 when the range was $3000-3500.

When the game was originally called the Blank Check, yes (and later renamed). Or at least up until 1989.

Well, he did, but the check was obviously way too low for the range. Had this been the very first range, between $3,000-$3,500, then he would’ve won.

This would’ve worked, when they first played the Blank Check, since that had to be a total of between $3,000-$3,500.
