Lol, i dont get why people say he "fumbled the bag" and buu blew himself up and got moron goten and trunks to fuse again, and picollo wasnt being to bright, the ones that fumbled the bag was goten and trunks, and supreme kai for not telling Gohan about buus ability to absorb people, which I think was a last minute ability akira added to the show. Lol, you have it wrong, the cheat sheet was what Buu had, having Picollo's mind is virtually having every Gohan fight record in his head knowing virtually every punch kick and move before it happened, anyone should fail a test having to fight a fusion fused with a fusion and the mind of the guy that literally trained Gohan, not to mention he still was 7 years removed from any sort of training

Toriyama had complete creative control over the Buu Saga, it was the Android Saga that was "meddled with" pretty sure he coulda told his editors no but just took their feedback about Gero 19 17 and 18 not being "appealing" villains on-board when he wass asked to make Cell and probably his subsequent forms as well. He intended to have Gohan become the primary protagonist of the show endeing at the Cell Saga but later came back to do more but then that Gohan wouldn't be suitable for the role, and so brought Goku back that way. There was no indication at all of there being outside pressure that influenced his decision, just felt Gohan wasn't suited for it. He just changed his mind really, if anything tthe serious tone of Z was not his decision and the silly nature of the Buu Saga was himn deconstructing the show to be what it was like in DB.

The whole saga being a joke makes sense. The supreme kai being completely useless, the sword being useless, the grand elder kai being another perverted old man, Mr. Satan saving the planet. I still like the buu saga for what it is, but. Yeah.
