It's not. The ban is not on the account. It's on the person, if you got banned the first time... Then a second time. It's clear they don't want you back. The devs have the right to do it again.

There were people saying on Reddit that making a new account is grounds for ban evasion, is that the case? I thought since it was a fresh ban that was account specific, from what you did with the first account or if it's okay because they didn't player/ip ban you

That is correct. Making a new account because your previous account got banned is also a basis for getting banned once again. If they banned you the first time for violating the rules then they have the right to do so again, they don't want you coming back.
