Originally I thought I could only get him from the rewards track, but then it dropped randomly for me when I was just leveling up. After the item dropped, then just talk to Omen.

No it's not random drop it's story quest ​@@Godsrainbow

@@Godsrainbow It drops when you start questing in "The Pit". There is a boss that drops him.
