He’s a horrible ref and officer. You never tell news like that over the phone, even if they’re begging you, and ESPECIALLY if they’re emotional. At the very most you say that they cannot talk right now and that they need to come to the station and identify something, because that means you aren’t lying as well as not breaking the news to the victim over a phone call.
