This is a problem in Portland as well. Last year going to the starlight parade with my family, I witnessed 2 homeless people dry humping literally right next to the parade route and no one did anything. I haven seen, interacted and dealt with the aftermath of the homeless crisis in Portland. Portland is no better then Salem on this. I admire that Salem is at least trying to do something. I never hear Portland city officials trying anything new. The amount of garbage, human waste, and down right nastiness I've seen every single time I go into Portland is a disgrace to our city and it's citizens. Portland used to be a clean and ethical city that was warm but firm. Some thing needs to be done.
A court decided a couple years back, that no city can enforce a non camping ordinance on public property, unless they had real shelter available and it had been offered to them . Of course it should also be safe and decent, and too many shelters are not up to t hat standard. Tents also afford privacy- something most shelters do not. You are far safer from contagious disease too, outside of full shelter. All indoor shelters should have dividers like office cubicles, it would be actually a humane way to treat people and far more attractive to those who resist being placed in a shelter.
How many of these people are actually from the area, and how many of them are "travelers"? Help the ones who are from there and send the others back to where they're from. The proposal to allow homeowners to let homeless people car camp on their property is a ridiculous idea. Suppose your neighbor lets some junkies live in their car in the driveway right next to your house. I don't think many people would appreciate that.
As a person who has been homeless several times over the course of 25 years; it sickens me that the city would say they are going to do something to help and drop the ball. I am appalled! Something needs to be done. I have some ideas and am starting to network to get help implementing them into the city of Salem. My hope is that we have more beds available for the homeless and a site specifically for those that struggle with mental illness as soon as possible.
This was the intentional disgusting mess before the plandemic. Afterwards they sent them into the park across the street calling it their shelter in place. I live 5 houses on the other side of that park and after they lifted the order more than 6 months later many of the dilapidated vehicles would no longer run and so they pushed them along the streets of my neighborhood. I get to live in a garbage dump now for nearly 3 years. The city took the ONLY warming shelter building for homeless and gave it to the police that needed more space. No sooner than tax payers approved the deal the pd promptly demolished the building and built a new one. No warming shelter

When are you news people going to address the big problem such as where is all this homelessness coming from, what is the root cause, why are there no jobs? Why is there no affordable housing, no mental hospitals, lack of social workers, lack of support? Why are thousands of people so unhappy, unhoused, mentally ill, addicted? The question is why.
Where ever I lay my head is home. You will not put people in jail for sitting or laying outside. Want to be invisible, get lost in the woods. Build the shelters away from businesses and schools. They need somewhere safe to go at night where they can have a warm bed. I know there was a rise. It was very sad that all these politicians are making all the money while so many people still suffer. They shouldn’t make that much if there’s this many on the streets. Yes some don’t want to work. Some might have deeper issues and would love to see some type of help there but that comes down to re wiring a brain. I hope to make a difference as much as I can but not 1 person can do it alone.
U.S. cities need to have "residency requirements" for the services they provide to the homeless. Otherwise, they will continue to attract homeless people from all over the U.S. and the world. When a city continuously gets more and more people moving into its Skid Row, then the situation quickly becomes unmanageable. Salem and Portland have a sizeable non-native vagrants residing within their boders.
I'm sure this is rather simplistic of me to say, but drugs never help. I understand the escapism provided by drugs, but it doesn't help you. It's like ppl don't understand that basic fact about life anymore. No matter how bad life is going, you can guarantee using drugs will make it much worse. That's where the empathy gets reduced for me. Drugs don't help. You can see your way out eventually if you remain substance free, but you're screwed once you decide to partake. Being homeless shouldn't be a crime. But leaving needles where kids or dogs can get stuck should be a felony. leaving thousands of pounds of trash should warrant jail. And all laws should be applied to homeless just as equally as the housed...ie you cant break the law even if you are a junkie.
