Fun fact: this is also the same glitch that created missingno. Since the original pokemon game has only 151 pokemon, but has 256 values, the remaining slots make weird pokemon with missing numbers, or missingno.
You forgot to mention that "Riolu" is a valid name in the game and if the data that created the names started one block earlier then Iolui would be replaced with Riolu
Not really unintended. Some are used for star power and power ups. Also there are small variations too. I’m not sure what’s with the solid colors other than they had to have a value.
Thats because there is a string of letters on the code for the names: "MARIOLUIGI", and after that there's glitchy tiles and stuff, however, the letter Y is present in there right after luigi's name, which creates Uigiy
