I have a theory. Ms. Frizzle is actually Bulgy's driver. Bulgy was just an innocent bus until she brainwashed him with her anti-rail propaganda. It was Ms. Frizzle who lied about Bulgy being a railway bus, and it was her bad driving that got him stuck under a bridge.
