It's a classic episode. Seasons 2 - 7 were the Simpsons golden age. Season 1 wasn't bad itself, it just hadn't hit its stride yet and many characters either weren't developed yet or didn't exist yet. And family roles were still being switched around, for example in "No disgrace like home", Homer being the parent wanting order and Marge being the one getting drunk and not caring about order. Seasons 2 - 7 had those roles reversed, and had many things the right way, and had clever satire and real funny humor while still having partial connection to reality, until that all fell apart seasons 9 and after, plots lost all connections to reality, and Jerkass Homer and Zombie Simpsons began. Take the parody in this episode sequence, Uncle Sam blames Bart for America losing its way, which is a parody of how at that time, America was starting to lose its way due to Bart's bad boy image influencing society. It wasn't just a joke only within the episode plot. The Simpsons did this many times in pre-season 8 episodes, clever parodying while making jokes funny simultaneously. I think this scene is actually Bart’s conscience testing him, to see if he’s truly sorry. And from what he says at the end, it seems he still refuses to acknowledge he did anything wrong. in fact, he was most likely going to give a fake apology, like “I’m sorry, Lisa. There, I said it, now leave me alone!”. If you’re gonna apologize for something, you first have to admit your wrongdoing, or your apology won’t seem authentic.
