This character's hilarious but when him and Homer are together in a scene it becomes screamingly obvious that Dan Castellaneta is barely changing his Homer voice to do the Yes Guy role.

He would talk like that and have different jobs everywhere and torture jack mercilessly with attitude. Frank Nelson would also make appearances on numerous commercials in the 70’s and early 80’s. His voice was legendary.

the reason that happens is because of how the "tweening" animation process works. sometimes, odd frames need to be placed in between key frames to smooth out the transition.

I now know that I must have stopped watching The Simpsons after season 11 because I do not remember any moment with this guy past the first one, which I have often remembered.
He was featured in the latest episode aired today on March 21, 2021, a Christmas episode (yeah, I don't get it either other than Al Jean claiming on Twitter that the season needed another Christmas episode). I was always wondering if he was going to appear again because it's been so long. Was Season 17 really the last time we've seen him on the show? Damn, that's 15 whole years. I figured he would have been forgotten altogether at this point but nope, he pops up again. So we might see him again in the near future.
A friend of mine brought up this character and I had no idea who he was talking about. I spent my childhood watching random episodes on tv. I don't think I had ever seen him before. So weird to think there are recurring Simpson's characters I may not have seen yet.
His first appearance has him in his 60s. But every other time except his Spanish counterpart, he appears in his 40s! I wish he had a French counterpart just so he can go: OOUUUUUUUUUUIIIIIII!
You can tell this video is quite old cos the text is not superimposed into the episodes but sandwiched in-between. Takes so much of your time to watch. Also fun fact: all 3 characters in the first bit (Homer, Mayor and Yes Guy) are all voiced by Dan Castelanetta.
