Yahsher 31: 38 - 44 tells us why! Verse 44 gives the reason, but it also shows she was a discerning and careful wife. Once on the road she recognised it was not just about her, but the whole family. The verse says: "And Rachel stole these images which were her father's, in order that Laban might not know through them where Jacob had gone." Clearly her father used the idols for divination. Her action I consider it to be a righteous act for a better purpose, just like Ribah in her instructions to Ya'akob re the birekoth.
