If any of you were wondering why they sent or Leon instead of the military or secret service to save the president's daughter; it's because after surviving Racoon City, because it was a highly confidential cover up, Leon reported all the happenings directly to the president. Leon being one of the few less than 10 known zombie survivors and having confronted umbrella before became an advisor to the president on BOW attacks and even did a few missions for him during this time. As a result he and the president grew to be close friends. So when a terrorist organization kidnapped his daughter instead of telling the world a terrorist group outsmarted the secret service kidnapped the United States president's daughter and got away with her he instead chose to keep it hush as to not panic the masses or make America look weak. Also Leon is one of the few people with zombie killing experience he could send a hundred guys with no zombie experience and they still wouldn't do half as good as one trained person. Also because the more people you send the more possible infected. So he sent one experienced man he trusted in secret instead of announcing the failure and sending a bunch of people to their Doom still a weird flex could've sent him with at least one component partner but it was still a power play on his part.
