Odanthurai, a panchayat in Tamil Nadu is known for becoming self-sufficient in electricity generation. It has its own windmill of 350-kilowatt capacity. Interestingly, it is selling nearly two lakh units of electricity out of 6.75 lakh units which is making a revenue of more than Rs 20 lakh a year.

Unfortunately he was defeated in the recent panchayat election by the same people for money. And then he quit from the politics.. People get corrupted by DMK amd AIDMK

If this story is taken up as a case, it shows that the thrust of the idea is not to depend on the bureaucracy. Nothing will come out such expectation. Yes, corruption impedes progress. Third, all those "smart" bureaucrats who passed competitive exams and got top marks can come and see this village model and learn how the villagers did it, which is one strategic solution to modernise India and supply enough electricity to power its industry to lower production costs, but it is unlikely these bureaucrats have the decision making capacity to bring change and modernity. So, there are 3 to 4 learning points from this case study and without the decision making capacity, bureaucrats do not achieve much. It is this deep rooted problem which is important in leadership. And, if a smart and dynamic politician gets involved the village can be more beautiful with a general master plan.
