In those years the Russians traveled mostly to hide from military mobilization, I doubt they would wear such colorful clothes; while the Ukrainian people fled from a war that threatens their homeland and national identity - so now may feel the need to be closer and to express their culture. What these people wear looks like vyshyvankas (traditional Ukrainian clothing).
