Cammy name was originally going to be Sarah but Capcom did not want no relation to Virtua Fighter character Sarah so they changed her name to Cammy which is better cause Cammy a unique name for a character makes her more recognizable with the name Cammy.

Back when Capcom USA producers were doing research on the super popular Street Fighter 2 tournaments one thing they noticed was that little girls love playing the game but would fight over choosing Chun Li they realised that they needed to give the players the channce to choose the same characters but there was also a very involved fanbase outside of Japan that wanted another female character. I imagine that was the genesis of the addition of the British bombshell to the roster

I guess Capcom completely changed Cammy story from being Bison lover to her being a mindless servant of his cause they didn't want her to be a one off character.
it depends, Cammy is still a product of Bison's narcissism, a clone and personal aide. Cammy is also the template (and older sister/mother figure) for Shadaloo's all female assassin unit "the dolls".
That plot of her being Bison's lover is only present on the American SSF2 version, and it was only the product of an error/reinterpretation of the Japanese text from the original version were there's not any implication of type of romance between her and the dictator. So that was subsequently been corrected in every new version of SFII afterwards.
I think the "being Bison's lover" thing was added to her Super Street Fighter II ending by the localizers at Capcom USA and was never in the original Japanese version, which merely had him tell her that she used to work for him.
There was also an audio drama CD featuring Cammy prominently. I don't speak Japanese fluently so I don't know what happens in it. I heard that Cammy's backstory, where she's a clone of a male character, was ripped off and used for Webby in that awful DuckTales reboot, where she turns out to be a clone of Scrooge McDuck, as are Daisy Duck's nieces April, May, and June. Named after months just like Bison's dolls. (The niece characters themselves predate Street Fighter, but the whole Scrooge clone aspect was new to the reboot.) FYI, the names of the dolls Juni and Juli are supposed to be pronounced as if the "J"s are "Y"s.
Okay, I wish Capcom gave Decapre a bit more love by making her playable in more games than SF4. Yeah, she looks like a pallete swap of Cammy, but that didn't stop Ken in the past, as he started as a pallete swap of Ryu.
There's two "story lines" that japanese games and anime use which I really really hate; 1) character is a clone of another character 2) character has amnesia I wish they would never use those again, and just put a little bit of thought into proper back stories for each character.
JP seems to be the most likely candidate to be the next Bison. Cammy hates Bison and doesn’t have any attachment to Shadaloo outside of her past. She’s not part of the Shadaloo remnants that are mentioned and part of the story for SF6.
It's great that Cammy and the 12 dolls are close after the fall of Shadaloo and Decapre works for Delta Red Cammy said her and Decapre still figuring each other out Cammy should be cautious of Decapre she did try and kill her on multiple occasions.
Dictator must really want to be a beautiful girl since Cammy is not the only female replacement body he has. Heck even the female body Seth is using is suppose to be Dictator's.

I don't understand why Bison has so many clones, that were supposed to be his replacement body. yet he never used any of them. Instead he let them live their own active lives.

Well, Street Fighter is complicated which is probably why they nuked the storyline entirely for SF 6 when you get down to it. If you follow this mess you might be aware that in Japan M. Bison was intended to be Balrog's name and he's called that there, as he's a deliberate reference to Mike Tyson who famously fought a big match there, though it did not go well for him. Indeed his original motive was regaining his former glory after a famous defeat, and a need to make back his fortune, which is why he was jobbing for Shadoloo originally... and of course who we call M. Bison was Balrog who had that name due to him having what were supposed be supernatural powers and was supposed to come across as somewhat demonic, the name coming from of course Lord Of The Rings. At any rate "Cammy" is a complicated situation as like many things there is a certain disconnect between her intended original back story, and what got released in the US, which is further complicated by many different anime versions which all somewhat contradict each other on almost all of the characters as due to licensing arrangements various people who paid for the art assets could do their own thing. Capcom primarily being a team of visual artists, especially then. Interestingly almost all of Capcom's work has official comics releases, a good number of which I read translated into english. This was intended to represent Capcom's "official" storyline even if other people did their own thing, and these comics, which did not see official US release or english translation, were typically released alongside each game. Complicating maters is Capcom does have a sort of shared universe, "Final Fight" is obvious but many don't realize that to understand certain aspects of their intended universe you also sort of need to know something called "Rival Schools" which also had a game called "Project Justice" involved in the series as sequel and those were pretty much exclusive to Dreamcast if you didn't play coin op in Japan. At any rate to get to the point of Cammy, her backstory isn't entirely different exactly, but the gist of it is that during the "World Warrior" thing when she was introduce she was pretty much a military prodigy who was somehow involved in the British special forces, specifically what would be called a "Royal Marine Commando" who had some loose connections to Guile. She was doing black ops with her team where she got brain washed by M. Bison (or Balrog in this version) and was pretty much being used as a minion to do missions for him. All the stuff about her being a "doll" or a "brain swap option" not so much, though there was a bit about how her face had been scarred in the battle with him which had been sort of retconned. At any rate the entire gist of the official storyline is that Shadoloo is doing some dirty business out on some carribbean islands where there is another crime syndicate run by Deejay that has tech stolen from the US Government that he's trying to re-sell to Shadoloo, and Cammy is there as the broker. Guile is there with Ken and Ryu, while Chun Li has been sent by Chinese intelligence to get the same thing. At any rate the way how this all plays out at one point is that Ryu and Chun Li despite knowing each other come to blows, get disabled by Dee Jay and his people and sent to a torture porn dungeon (I hope I am remembering this right). Deejay has this thing where he is bi-, but only in the sense that he enjoys gay sex when he's violating powerful men who aren't into it. Otherwise he's into girls for anything romantic. So he's pretty much got Ryu drugged in a back room and is going to butt rape him when Ken comes in to rescue him, while Guile comes to find Cammy about to do stuff to Chun Li rather enthusiastically, which Chun Li is disturbingly into when Guile comes in to rescue her. Given the themes of this comic (which is not porn, it is about street fighter match ups) clearly the good guys win and, Guile is able to snap Cammy out of it by using his sonic powers to restore her brain, since he knows who she is, and that's where a lot of the basic special ops backstory is relayed, and we're told that at least in Japan she's supposed to be 16 and somehow she's apparently been doing black ops long enough to know guile, and I guess that is excused by her being some kind of prodigy so umm, yeah. At any rate I mention part of that because while the American release sort of got Chun Li and Ryu together and uses them as the "Faces" of Street Fighter to some extent. In the comics something like that does happen, but Chun Li mostly winds up with Cammy though there isn't really any sex stuff show, it's clearly a BDSM thing that happens off screen. The bottom line is Chun Li starts working for Interpol and Cammy winds up being one of her military contacts, and their paths wind up crossing over quite a bit even if their methods vary considerably as Chun Li is oftentimes out to take criminals alive, and Cammy typically has orders to waste them for the government in a "License To Kill" fashion. Oftentimes when Chun Li is seem talking to a nameless contact in various places.... that is supposed to be Cammy according to the comics. Also the comics explain that yes, Cammy's name is indeed Sarah. "Cammy" is a reference to "Camoflauge" since she's in the military and does a lot of undercover ops, and it's what a lot of people in the military started calling her. Since the devs started calling her that when they made it up, they used it as her in-game identifier, and it did sound cooler. A fair number of things in the games will reinforce this over time, but it's no overt, and the american support material is different. For example they didn't think, especially back then, explaining that Cammy and Chun Li were both bi, and mostly having a thing between themselves, while both saw men on the side. Chun Li's side fling with Ryu actually became the major focus of any kind of related relations, and as far as anyone knows to my knowledge the US version of Cammy is entirely platonic. Of course they dumped pretty much any reference to anything like this out of it. Oh and if your curious, Ryu's canon love interest in Japan when I last followed any of this (decades ago) is Sakura. You might be screaming "OMG Ryu is not a Pedo, your making that up". The thing is kids, the age of consent in Japan is 13, which is why they have all that crazy school girl porn out in the open. Those American versions where they say everyone is 18 and in college despite looking like they are that young? Yeah the BS most people guessed. Look up "Japanese Age Of Consent" some time. At any rate you'd only know that Ryu and Chun Li are only side pieces to each other if you checked the Rival School tie ins though, as Sakura had a design intent to tie those series together as "Rival Schools" is about dueling students from various schools with a mind control plot involved. In the official comics acting as the back story, while she's not the hero (a guy called Batsu is) she is one of the point of view characters who gets involved from another school on the fringes since she has a friend at one of them (I think her name is Hinata). In the US Sakura is simply a "Ryu fan girl who duplicated his style" in the official storyline, she's his student and was at the time his primary love interest and official soul mate which is why he was pretty much teaching her everything. In those comics when things get out of control in the school conflict Sakura calls her master (Ryu) for backup and he appears as a special guest star, to more officially tie the universe together.... and the two totally bang in a school shower. It's not hentai though, just a sex scene in what is primarily an action series.... sort of like during the rapey stuff above, it's just made clear what is going to happen, but it's stopped by timely rescue. :)
