3:03 "it can be shown to generate a terrain", proceeds to show minecraft caves instead of landscape

But in minecraft terrain is generated by 2D noise. Whilst caves are generated using "Perlin worms"

I dont think you need perlin noise to make an enemy/mob that can tunnel some tunnels

Perlin worms can make tunnels. Not sure what you need / want, but I suppose the answer on its face is "yes, it can make good looking tunnels".

Not so much zooming out, as squishing. Also, you'll start to lose detail when decreasing scale only if your algorithm uses an average found on a sub-pixel level. Otherwise, the result will be same as using RNG.
