Rather, it doesn't matter if the content is for kids or not, since kids can appreciate basically any kind of content. The intended audience of a video is not the only audience that watches it, so by pulling ads from kid-oriented videos, they are not accomplishing anything, and are still illegally taking identifying information from children who watch non-"kids-only" material. What they SHOULD be doing instead of threatening everyone on the platform is STOP TAKING SENSITIVE INFORMATION FROM EVERYONE, but that's less profitable, so they won't do that.
Man, though, they're doing it ass-backwards. By default all content should be assumed unsafe for kids, and those who make stuff explicitly for kids should apply to be added to a whitelist. If they wanna QQ about lost revenue from slapping fines per the current proposed scheme, then they could simply charge an application fee to get approved for the child-safe whitelist. It's already how toys for kids are handled (you pay to have a sample tested in a lab so you can get approved to market toys to kids).

Abbie Francis Honestly, I thought they executed his character really well. The comic relief and really easily teeter between funny and annoying, but that didn’t really happen. Olaf either did nothing bad, or did something good. He wasn’t just funny, he was endearing and helpful.
Yep, everyone apparently panicking all because they think Coppa is going to destroy everything. I personally don't care about the situation myself, I for one completely ignored Article 13 and relaxed a little knowing that nothing will happen. But for Coppa, everyone's acting like *GET OUTTA HERE MAN WE'RE ALL GONNA DIE!!!*
