Technically, yes. But depending on age difference, you could call your Second Cousin Uncle. I technically could to a lot of mine given the age differences, but we don't. We all call each other "cuz." Or just by name without relation title. However, my cousins' kids all call me Uncle. Really, relation title is all about age and respect.
