so I am trying to understand Ma no, quando ci vuole ci vuole bisogna dire quello che si pensa. it translates to But no, when it's needed, you have to say what you think. or When it's necessary, it's necessary but vuole is to want to in the lui/lei form ....
Volerci is a pronominal verb, made up by the verb volere plus the particle ci, and it takes up a new meaning: it’s needed, it’s necessary. Ci vuole un ‘ora di treno per andare a Milano (it takes an hour to go to Milan by train). Ci vuole del coraggio per fare la dieta: It takes courage to go on a diet/ one needs to be brave to go on a diet. The lui/lei form shows that it is an impersonal sentence.
