While true it isn't a scam in the way that he isn't running with the money and will return it; it is a scam since he lied about how he was getting the GPUs and basically running a Ponzi Scheme.

Hmm, probably he was rolling the money in Crypto and when it tanked, he escaped. Otherwise it was the best way to get money for free (pre-orders), invest in Crypto, and extract profits all for free.
Well it's a 2gb card so probably not used for mining much and given the current state of the market and the dollar price, I'd say yeah now is probably the best time for it but be mindful and check the temperatures and condition of the card.
@@HustlerHubs much better indeed but in case with rx 470, 570, 480, 580 and 590, I'd highly suggest you wait instead. The market is flooded with them that were used in mining. Most 4gb cards were very good and cheap for mining but 470, 570, 480, 580 and 590 were particularly popular for it. My advice, wait 1-2 months if you're planning on buying one of those and even then, spend an hour or two just benchmarking for temperatures (must be below 80 C at least) and check the physical condition of the card. Any missing screws, scratches, damage, etc.
