Surplus glut arises from associated gas from profitable oil production in the Permian. Oil producers can afford to "sell" at negative gas prices (i.e. they can easily pay for "waste" gas to be evacuated). QED.
They have to pressurize it and make it into a liquid state+ cost of shipping, ends up not being that cheap to do but they are doing it. Europe has had its 2nd warm winter this year also.
