Yes they are all bears, but bears that evolved into different environmental niches and biomes. I didn't read into it too deeply, but I think Polar Bears and modern Brown Bears did share a common ancestor. Genetic testing has found that Polar bears descended from Irish Brown Bears that were living during the last ice age. However, the same DNA sequence that Polar Bears shared with these ancestral bears is absent in modern Brown Bear Species.

Well, a population of ancient bears got separated most likely and split up, some evolving into polar bears, the others becoming grizzlies, but most likely more complicated. Evolution tends to be really complicated. Maybe a video on Bear evolution would be nice to find!

The entire thing about polar bears' environment vs other bears' - completely evolution and adaption. Polar bears used to be brown or even black, but mostly brown since said breeds were bigger and more adapted to cold already. The polar bear's coat is not white, it is a colourless mutation that at complete random was made and due to it's advantages in camouflage it outlived the brown coats till they eventually died out - or the colourless muation was stronger genetically and they just spread through breeding. Ice bears have always been a thing as the planet's cycle would normally mean there would always be ice sheets (although it could get hot enough to eventually melt it all, but by that point the environment would be really different anyway) and that means that as the apex predators of boreal and tundra, bears have been there as long as bears have existed. Due to the lack of vegetation, they would be bears that live off of mass amounts of protein and be bigger with lots more fat for fasting ect... They are just bears in a different area that forces them to live differently, and it is a thing that can be seen in many different types of animal that have been separated and evolved differently - for instance, the hippo is a dolphin family relative, but due to its life inland it is completely different to a say a bottle-nose dolphin.
