I think that you're putting Descartes before the horse here: the order of operations came from how those operations work and are structured, not the other way around. There's nothing arbitrary in them. It comes from the fact that exponentiation is repeated multiplication, and multiplication is repeated addition (and addition is repeated counting in units). So it comes from the natural "nesting" of those operations, which is reflected in the order of operations in arithmetic expressions. I'm surprised that as an educated mathematician you didn't know that. Think of it this way: if you have stuff in a box, and a couple of such boxes in a suitcase, and you want to bunch them all together, you will first have to open the suitcase and unpack the boxes, then open the boxes and unpack the stuff inside of them, before you'd be able to gather all that stuff together.
