The best use for 4 move is using it after bullet barrage. Here's a combo : dash, 3m1, down slam, 1st move, 4th move, down slam, side dash, 2nd move, dash, 4 m1, 2nd move, 3rd move, down slam, 1st move, 4th move, down slam. It deals insane amount of damage

Cuz tatsumaki isn't doing that anymore, from the servers I've been in it seems to ha e calmed down. However with syuriu it doesn't matter how good or bad they are, they always seem to be able to kill me cuz the damage multi is up.
